Perhaps Germans don't have the same privileges, but I'm pretty certain that I have met people from several European countries who have been visiting the US on 5 and 10 year visas.
B2 is the one for visitors, B1 for business.

I think you have found one of the shonky companies who run paid adverts on Google and try to make their sites look official hoping you will pay them a lot of money to merely do what you can do yourself much cheaper. US-immigration.com is one such pretender

Try http://travel.state.gov/content/visas/english/visit/visitor.html and expand the section on B2 visas and then download the pdf

As for 10 year vs 5 year - not sure if they still issue ten year ones or not, but once you have been through the process the first time, you can renew it for another 5 years without having to front up for a face to face interview again.
