Of all the Canadian vehicles you see down south, BC plates are by far the most common, so it must be relatively easy to buy them, but selling them when you and the vehicle are outside the country is said to be near impossible. Same applies to many or even most US states

As for not needing to worry about letting the registration lapse, yes, many or even most do that, but there are significant dangers in doing it, or running on false documents. International treaties blah, blah, blah - but the simple explanation is why would people think the rules change just because they leave their own country. Invalid registration means insurance is void. Simple.
