American bottles have a POL fitting on the valve which is the same as bottles in Argentina and Bolivia so even in other countries the gas factories are often willing to fill those bottles. Most Europeans try to get an adaptor to convert their outlet to a female POL although looking through ioverlander, some refillers have that adaptor too
