If you read a few blogs you will find that this is a requirement in some countries and travelers have been pulled up and money extracted. For the sake of a few dollars and 10 minutes to apply some tape, it will be one less thing to worry about.
Same with warning triangles, fire extinguishers and reflective vests - sensible safety equipment anyway.
