https://www.facebook.com/dolarblue is a facebook page where you can advertise you have dollars to change and then can arrange a meeting to exchange. Guess if you had a reasonable amount, you could arrange to meet in a coffee shop in the suburbs rather than in some dark dive down a back street.

We are renting an apartment for a couple of weeks in BA while we sort out the vehicle and the owner of the apartment (who gets paid in USD) will arrange to get our money changed and can check for counterfeits.
