A foreigner selling a Chilean registered car outside of Chile is likely no different to selling any car registered outside of that country. You get a TIP in your name when you enter and unless you take it out with you, any purchaser has to find a way to get around the system using either a Poder or by doing the swap in the mythical no-mans-land.

Mostly it can be made to work, but sometimes things go wrong and while the seller has his money and is long gone, the purchaser has to chance losing his money and his new vehicle.

I would suggest that if a seller is so sure there will be no problems then the majority of the purchase price should be handed over only when the new owner is over the border into the next country with registration papers and /or title and a TIP in his name.
