Problem is that quite a few of the higher altitudes, which contain a lot of the national parks, can be still largely snowbound until quite late in spring and even into summer. You can get a good idea by going to a few of the national park web sites and see when they are fully open. For instance the north entrance and east rim might be closed and the visitor centre open only late May. Last season the east rim drive only opened late July. Going to the sun road in Glaciers NP fully open late June to early July, eastern loop in Yellowstone late april, Parts of any NP in the Sierra Nevadas. elevated areas of Colorado.

Not that it always matters as there is plenty of other stuff to see, just that lots of the nice back-country roads may not be passable.
