People are still buying in Chile. Some use contacts made through forums or facebook groups (there are several Chile Expat groups on Facebook) to find someone willing to go guarantor.
Up to yesterday there had been a civil service strike that meant final registration of vehicle purchases could not be done so those foreigners buying cars couldn't drive them over the border. Hopefully the strike is over now. Disadvantage is that you can't resell the car unless both parties are in Chile at the same time.
Argentina is possible to buy an Argentinian registered vehicle, but apparently foreigners can't take the vehicle out of Argentina during the first year.
