depends on a few factors.

Are the current "owners" actually the legal owners holding the certificate of title back in the US and is the registration paper also in their name.
Is the state of registration a state that allows remote transfer of ownership so you can become the legal owner.
Does that state allow aliens to own a car registered in that state.
Are the existing documents genuine or are they photoshopped.
Is the current owner still in SA and have they suggested how the transfer will take place - by using a PODER followed by entry into the next country using your new genuine documents, or by using a poder permanently (in which case how will you resell it), or by accompanying you to the border.

Is the TIP still current.

I would suggest you ask the current owners to lay out the full procedure they propose and then let us have a look at it.

Quite likely they haven't got a clue but are wiulling to take your money and let you assume all the risks.

Mandatory liability Insurance is another matter entirely and provided you can get legal title to the vehicle is easily arranged. Some countries act as a bloc and you can get one policy to cover them all, while others have agents at the border and getting it is just a 5 minute job

Get it wrong in Argentina and you could have the vehicle confiscated as has happened to at least three others I know of. Uruguay seems to be the best bet, perhaps because their systems are not so strict.
