This might be OK if the prospective owner is not too worried about ever going back into the original country of registration or is prepared to take the risk that eventually some diligent border official will decide that something is wrong with the paperwork and refuses entry. Certainly true that there must be a lot of people driving around with dodgy paperwork so the chances are good that nothing will go wrong.

First obstacle will be finding a notary that will accept you have the right to sell the vehicle that you don't officially own in the sense of complying with international treaties
