No question that TIPs ARE issued at all the main southern borders, especially with Uruguay, but equally certain that TIPs are not always issued at the post between Peru and Brazil. We didn't get one and recent travelers didn't get one either

However, I'm not sure that the lack of a TIP will count for much when you try to leave via another border post especially if the vehicle has been left in Brazil for many months.

We took a chance and have left our camper in Brazil and will be back in about a year. We have to get a visa to enter Brazil so there will certainly be a record of us coming and going. Police at the border on the way in said all we would need is our normal registration/title papers when we left brazil so it will be interesting to see what happens. Many friends in Brasilia told me not to worry because there are no sanctions against overstaying. Time will tell.
