No they don't. I have downloaded the sanidumps list for many US states and I NEVER pay any dump fees. Worst case would be filling up with fuel and using their dump station if they have one - and a surprising number of fuel stations do. Don't bother with Flying J because they charge for dumping even when you put a couple of hundred dollars worth of fuel in your motorhome..

Anyway - all over the world, emptying a normal 20 litre cassette in public toilets is quite usual BUT make sure there is nobody else there at the time. The other thing is don't use chemicals if you intend emptying it into systems that aren't connected to a municipal sewer system.

Mexico, a lot of the campgrounds have dump points but the further south you go into south America the fewer the dump points and even in well-known campgrounds such as Finca Somerwind in northern Ecuador, everyone dumps the cassette in the toilets.

Failing that dig a hole or if desperate find isolated very thick grass well away from houses and empty it there.
Our camper has a large black tank and in all our travels Colombia and south, we have only ever found two dump points we could reach with out two 3" hoses. One in BA, and one in Ushuaia (now closed)

Long distance bus company depots have been suggested, but I've twice seen buses pull up off the road in Peru, stop for about 20 seconds and then drive off leaving a big mess behind in plain view.
