In Mexico they will lock you up if you have an accident and have no liability insurance. In the USA, most states have mandatory insurance requirements and while it is true they (and Mexico) never ask to see your documentation, I can guarantee that if you are involved in an accident, the police attending will want to see the paperwork and the other driver will also want the details.
