Hello,
We sipped our vehicle from carthagena to veracruz last month.
We had to deal with a customs agency at veracruz. He is very helpfull and speaks german and english. He can arrange any kind of transport (as well container as roro) from and to veracruz, coming from europ or any part of the world.

Getting a vehicle to or from the harbour takes about 5 days.
