Problem is this has ongoing consequences that cause future buyers of these sort of vehicles to enter into an illegal arrangement without knowing what they are doing.

We were going to buy a Swiss-registered vehicle until I found out it wasn't Swiss-registered at all. The registration had previously been cancelled and the license plates were false. I asked how the deal would work and was told they would give me a PODER so I could drive it anywhere (which I found out later was not entirely true anyway). Then I asked how could I sell it when I had no legal ownership (this was a 40,000 euro sale so not the usual wreck-sale where there is not much money to be lost) I was told that the seller would supply me with a couple of PODERS that would be blank where the authorised person's name would be.

Obviously Photoshop was going to get a hell of a hammering to produce all the fake documents this sale would generate.

Naturally we didn't go ahead with the purchase.
