Insurance is compulsory in Peru. Therefore it is illegal to drive without it. End of argument surely.

So if you enter at a border where it is known that there is no insurance, you would expect to be stopped from entering and told to go back around the bottom of the lake and come in at a border where there is insurance available.

So the Aduana official was probably doing the logical thing and the legal thing and if circumstances turned out differently on your drive to Puno, you would have been wishing he had stuck to his original requirement

That said, we entered at that border and had to drive to Puno without insurance, thus leaving ourselves open to major legal and civil action if we did have an accident AND leaving ourselves very vulnerable to getting ripped off by the police who know very well that any gringo on that road is ripe for the picking..

Fortunately the police were asleep and we drove carefully, but I would much rather enter at a border post where insurance is available

BTW Many Europeans take out insurance back home that is valid in most countries other than those who insist on you getting their local cover, so that is why he would have asked you for your international policy documents

Also the Hotel Libertadores entry in iOverlander doesn't mention camping in the carpark, just renting a room so the camping option may have been deleted some time ago.
