Yes, you can drive around all of Central and South America using your German license plates and German ownership papers. Suggest you get an International Drivers Permit to go with your German drivers license. Carnet is not required for Central and S America. Don't forget liability insurance. Some Europeans obtain it before they leave but if full insurance is too expensive, you can arrange mandatory liability insurance when you arrive at each border, or there is a German living in Argentina who can arrange insurance for the whole of southern S America.

You can leave the vehicle in Uruguay for up to 12 months, in Argentina for up to 8 months (provided they give you 8 months on the TIP - otherwise 3 months), in Peru for a long as they allow you if you apply for permission of suitable grounds.,

As for Brazil - I have not been convinced by any of the assurances that because they have temporarily suspended the issue of TIPs, that means you can leave the vehicle behind in Brazil. As far as I'm aware, there has not been a single example of a traveller entering, leaving the vehicle behind, entering again later on a new visa and then taking the vehicle out. I'd like to be wrong but yet to be proven one way or another.
