There are two or three threads on this forum and others on the HUBB South America forum so find those first to see if they answer some or all of your questions. Ten minutes of your time spent searching will avoid others having to spend hours answering you

The basic problem is that it is supposedly illegal for a foreigner to sell a vehicle in most countries, especially when the vehicle entered using a TVIP - so this leads to various workarounds that sometimes work and sometimes do not.

You have asked a very wide-ranging question that would need thousands of words to answer fully so it might be more productive if you narrow things down a bit.
