I wouldn't be too critical of this poster simply because a large proportion of vehicles that have been sold and bought in South America are no longer legal because the registrations are no longer valid back in the country of origin. Those that are sold with a poder may be legal for a while, but once money changes hands, that poder is also invalid.
The whole scene exists because everyone works on a don't ask, don't tell basis and provided the vehicles are kept in reasonable mechanical condition so the state of repair doesn't actually cause accidents AND there is VALID liability insurance on the vehicle and driver, it is likely nobody official cares too much.
