As far as I know, Mexico doesn't care what other insurances you have provided you take out special liability insurance recognised by Mexico.
Even then, nobody checks and we were never asked for proof during several of the usual police and army checks, but the crunch comes if you do have an accident of any sort.
BTW it is supposedly illegal to move a car involved in a prang unless directed to do so by the police.
